Transmitting needs a licence; listening needs nothing at all
Transmitting requires a licence, with a published question pool and an entry level most people pass in a few weeks. Before that, a cheap receiver lets you listen, and understanding what is happening before you sit the exam saves money. The appeal is the contact itself: reaching someone distant through an antenna you put up.
First stepSpend a week just listening on a cheap receiver to learn how contacts sound, then sign up for the licensing class a nearby radio club runs.
